As the first expansion for the grand strategy title Hearts of Iron III (2010), Semper Fi deepens WWII command by introducing custom Theatres via drag-box, an Order of Battle Browser for hierarchy management, and an Air Superiority map mode. This content requires the base game and enhances strategy by letting nations set hidden Victory Conditions, enabling technology sharing with allies, and allowing specific requests for allied actions. It also improves AI decision-making and adds a new 1940 scenario, offering substantial refinement to the core military and diplomatic simulation.
A new Order of Battle Browser has been implemented, allowing for quick and easy reorganization of the entire command structure, which is now visually represented directly on the world map. Furthermore, managing air power is simplified with a dedicated Air Superiority map mode, providing clarity on crucial aerial engagements.
A notable tactical addition is the ability to upgrade existing military units. For instance, basic Infantry brigades can be advanced to Motorized types, or Artillery can be upgraded to Self-Propelled Artillery, reflecting technological progression on the battlefield.
At the start of any campaign, every country now selects its own hidden Victory Conditions. This adds an element of espionage and uncertainty, as allies and enemies must attempt to deduce your secret objectives.
Cooperation with allies sees a significant boost. Countries can now request specific actions from their partners, moving beyond general declarations of war or alliance. Additionally, technological progress can now be shared directly with allies, fostering closer research partnerships.
Naval strategy is also addressed, allowing players to designate powerful warships as the Pride of the Fleet—a designation that carries both strategic opportunity and inherent risk.
To expand the playable timeline, a new 1940 scenario has been added, filling a gap in the game's original timeline. This is complemented by hundreds of new historical and alternate-timeline events designed to immerse players further into their unique version of World War II.
