Concurrently, the true power broker within DOATEC, Victor Donovan, remains secluded in his Bio Lab Core, pursuing his goal of creating the perfect human weapon. His latest endeavor, codenamed "Alpha-152," represents the pinnacle of hyper-cloning technology, utilizing DNA derived from Kasumi.

The overarching conflict continues to pit DOATEC against the Mugen Tenshin Ninja Clan. Following the defeat of a previous DOATEC creation, Hayate returns to lead the clan, gathering the most powerful assembly of ninjas known. His quest is fueled by a desire for vengeance against the corrupt organization. This quest draws in Ayane, Ryu Hayabusa, and other clan members, with Kasumi reluctantly becoming entangled in the events unfolding alongside her brother.
